Not it's 100% sure. This is what Garmin's official facebook page states.

I thought Stetina was going
Hells 500 Crew and 6 x Everester
Don Rd Launching Place
Melbourne Hill Rd Warrandyte
Colby Drive Belgrave South
William Rd The Patch
David Hill Rd Monbulk
Lakeside Drive Emerald

I looked at results and Arndt has more sprint results although either aren't exactly lighting it up as sprinters.

For example at the Artic Race of Norway, Ardnt finished way ahead of Sinkeldam on two occasions. It looks like he was leading out Ardnt from the results or Ardnt just is that much better.

Plus Ardnt is better on the hills imo.

He was intended to participate, but since it turned out that he is leaving Garmin for BMC, someone decided it will be better to give a chance for someone other. I have the impression that it's Fairly who benefited from it.

Well, now you mention it(I just watched Arndt's results), Arndt is more impressive than I thought, he's quite good.
Sinkeldam had a good April though, not sure who'd lead now.
And yes, Arndt is better on the hills indeed, but there aren't a lot of tough flat stages this Vuelta.

Sinkeldam said in an interview that he will be doing the flat sprints, while Arndt and Janse van Rensburg are the men for hillier terrain.
