Horner giving an interview and saying as it is. My bet was that Paulinho or Rast went instead of Horner, Paulinho is one of the closest riders with Contador seeing that they both speak similar languages, that helps.

Judging by the interview Horner gave before the Tour, if Bruyneel was able to choose the team without pampering to politics, Horner and Noval would be there instead of Rast and Muravyev.
As it was, a kazakhstani had to be chosen, so he cast out the weakest team member: Horner.
But since Horner is one of "Lance's pals", this was going to cause a lot of strife inside the team, so to balance it out, Bruyneel deliberately left out "Contador's pal" that would normally be there: Noval.
So, instead of Noval, he had to call up someone....but who? Brajkovic is Lance's pal and Hernández and Navarro are Contador's pals. Couldn't be any of them.
So, he ended up having to choose between Rast and Vaitkus.

- The "other guy" on the Gerolsteiner team that Matschiner can prove dopes isn't riding the Tour.
