This could come out wrong, so preface with no offense or disrespect intended...
You build a "coastal" city below sea level and shit is going to go bad at some point, it's just common sense. Yes i understand this was such a ridiculous case of circumstances and bad luck combined with 'poverty' and slow response that you can't plan for it.
Same sort of thing in San Francisco/LA that area. You build on such a major fault line you are going to have earthquakes and stuff is going to break. You can take as many precautions as you want but at some point it's all going to go tits up.
(Note: Geographer, i've done so much work on Hurricanes and Earthquakes over the last 10-12 years of my life. Disasters are my second specialty)

Btw. Netherlands is with its large part under the sea level too, it will probably have existencial problems in next decades...
