USA and France I believe. Considering your roster I'd say USA is probably the best for you. Then I can take France though I have Sicard there.
I assume everyone is ok with nacho racing a NC where he has one rider and me racing another where I have one rider in return for getting the last two done?

With half the riders across the line it’s Thomas Voeckler with the fastest time and Sicard living up to his tams reputation of being bad TT’ers by setting slowest time.
Favre sets 3rd best time 5 seconds slower than Voeckler.
Gallopin cuts 11 seconds of the fastest time.
Roy takes another 13 second off!
Peraud has best time of all on the 2nd intermediate and lives up to the expectations by reducing the best time by another 11 seconds.
Only defending champion Chavanel left.

Rolland is the first attacker of the day.
He is joined by Moinard and Sicars and with 200 km left they have a four-minute gap.
175 km and 12’12
150 km and 19’55
Looks like the peloton just can’t be bothered chasing…

The podium should be decided by now!
The front trio have shared the workload very evenly all day.
A huge shock as the big favourite Rolland crashes in the roundabout with 67 km left to go.
It takes him a couple of minutes to get back on the bike, but he quickly closes the gap again.
Nice to see some fair play in front in stead if the other two taking advantage of his bad luck.
With 30 km to go the break takes its second round on the peloton.
That 55 minute gap is just embarrassing!
Rolland seems to be feeling ok after the crash and attacks with 24 km to go.
The other two keep their calm and work together on reeling in Pierre. 5,5 km left and the trio is reunited.
This will come down to whoever has the most left in the tank!
Moinard immediately tries to counter. He can’t get a gap though, but gets to lead the group in a high pace towards the sprint.
The BMC rider opens the sprint with 2 km to the finish line.
With 1 km left he even holds a small advantage.
But not for long!
Romain Sicard was the only one cold enough to save his energy for the sprint and to great surprise for everyone including the manager, who had this down as a training ride, Sicard takes the win!
That is the 4th NC-jersey for Euskaltel – Euskadi this year!!
FDJ gains a tiny bit of honour by a couple of late attacks for 4th, but in the end the organizers decided that it wasn’t worth the time waiting for the gutless peloton and called off the race.

I swear that everything was legit (bad AI apart) and that random fitness is turned off. I took a finish photo proving that I controlled Gustavsson and haven't messed with Sicards stats:
