The Milram frame is not important. I just wanted to see if you had the files where they should be. 
The quick fix might be to empty the cache. There's a tool in the download section to do this.
If not, click the FAQ and completely uninstall PCM. And re-install.
Like this -
First, go to Start -> Programs -> Cyanide -> Pro Cycling Manager 2008 and find the uninstall-link. Next, go to "My Computer", your hard drive,
"Program Files" -> Cyanide and delete the Pro Cycling Manager-folder. Then go to My Documents and delete the Pro Cycling Manager folder.
Last thing is Start -> Run and type in %AppData% . A folder will open. Find the Pro Cycling Manager folder and delete it. The game is now completely uninstalled.
As I said, mine is a fresh install today, with a copy of PCM and the download of the DB available from the website. |

Yeah, to me, it looks like a cache / Local.cdb problem. You say that you've completely uninstalled the game, and if that's true, the cache is of course cleared / cleaned.
However, could you please try using this tool:

fenian.... i´m not from yesterday.... i clear ever the cache after a installed db... i install new my pcm ever for a database package.... but here, pcm daily db, i have this pink logos... ever... |

what about instead of saying that you have installed it correctly you explain step by step what you have done to install it??
as Crue said that bug was experienced before and it worked when installed correctly so even if you are absolutely convinced you may have made a mistake please take my advice and explain it thoroughly whaqt you have done and then someone might catch the mistake

No, we haven't experienced the pink thing before, but that's because we're doing it right 
Seriously speaking, as I said in some other threads, we're now uploading the .exe-file, a self-installer making it easy for those who have trouble installing it. |

I don't know if this is the right place to post this. But why don't you turn the country flags and the minishirts into .dds format, so people don't have to delete the original flags and minishirts?
