I found out what finan_f_allowed_BMSC tabel indicates: it is your salary maximum. If you look in your financial part you'll see it in the right above corner.
I think it's based on your budget, and I think it automatically changes after a month, cause that's the moment the financy will be renewed.

It doesn't change after a month.
That's really annoying, cause the salary budget is most important thing I wanted to change...
