As whoever is using the Lukoil Team at the moment did not sign up already, I think he won't anymore, am I right? If you will, however, I'll look for another Dev Team Jersey and you can of course keep it. In case its free now, my updated post:

To get to the number of teams of last season, I'll add another team. It will have a smaller budget than any other team and only sign African riders and so won't get into a big conflict on riders with the other teams.
