I'm assuming that your using PCM14 which is really stupid since there is no shirt pack yet.
actually I'm pretty sure since all the teams you give are either non-existant in PCM14 or have their team code changed

to be fair, you don't need to do any game editing, you just get the db and play there.
I'm pretty sure the intention is there, the knowledge (he should have know that the db wasn't ready yet without a shirt pack) however seems to be lacking a bit
edit: and there's propably a guide somewhere on this site that tells you were to place the jerseys

Chill, man. What does not knowing where to put stage files have to do with reporting ability?
Easy now, no need to be mad at anyone. I'm sure there's plenty of reporting to go around
The jerseys should be placed in "Game folder"\3D\Cyclists\Cloth\Team\
There you will also find a lot of other folders with jerseys. With the updated .cdb that is all you have to do to get correct jerseys.
PCM13 NC shirtpack have been added.
I have also made a Base NC-pack with lots of small countries represented here (India, Liechtenstein and such) to be placed together with the other sponsorless default NC's shirts that come with the game. You may have some of the jersys already but most are freshly made by me.

I don't see how not knowing where to put shirts has anything to do with reporting. I don't know anything about the technical aspects of the game - nothing. But how is this anything like the Giro, and how does this signal any intention to not do the race? Not cool man.
