And could you make a equipment pack for the attached jersey?
I want helmets, frames, national champion frames, a normal wheel and a TT disc wheel

Not quite sure what you mean, however, all I am saying to Tovhol is that he should try making some equipment by repainting some existing models (_d.dds) files.
And that he can find these in the PCMdaily databases. Felix, BB, myself and others made 100's of models of different frames, helmets etc with white textures so people can make new equipment off of them.
Your Spain and Italy ones are "excellent" examples on how to do this 
This would give you the time to work on what is your excellent "specialty", making unconventional TT discs
