Why not. If i am not mistaken Hoste has an excellent TT stat and decent hill stat. He could not only win the TT in CI but he migh take the overall.

Hoste would probably have won E3, but will run into mazzanti, Astarloza, Uran, Moerenhout, Pasamontes an co. in France. They will probably take some time in hills, along with others, but Wiggo still has a shot for the stage.

Im quietly confident for Wiggo. He performed brilliantly in California so maybe he will do it again in France. Winning the TT is the goal though.
