Ah, I think now I finally understood it. So it's simpler than I thought. I'll edit my previous post and stamp that on to avoid further confusion.

For promotion if you have a GC rider make him in good shape in july august. When you win The Chinese tour and Austrian and manage to get some points in Denmark and Portugal you are more than halfway: Combine this with a second team scoring in february (like suggested by others):
Mayby the february tram can finish it up in end september and October (feb_ Oct with a good sprinter)
