iirc you can be over the wage cap during transfer season without a fine (weren't you last year?), but you gotta get under before it ends, or some of your best riders will be released

I was and had to sent Guarnieri on loan 
I´m asking because my cap salary is even smaller than in previous season, on the other hand my budget is almost twice higher than salary cap....I feel confused as I don´t see any useful way how to spend so much money by other way than on wages

As a continental team, you have to pay for Wildcards, thats 300,000 for the best option. Transfers can occur fees should you decide to go that route, and training costs money. The cap was there last season as well, and you had more money last season than cap, so I'm not entirely sure what you're complaining about.
If it's that you have too much money? Fine, send it to me.

well, salary cap stated in renewals file is then valid for renewals + transfer period, right?

The cap is the cap, you cannot end the transfers over the cap. What is left of the cap pre-transfers (with other teams) can then be filled up by hiring other riders.
The cap has remained the same as previous seasons (for CT).

How is your salary cap smaller?
Last year it was 2.5 million, this year it is 2.5 million.
The Budget that I sent you alongside the renewals file must be used to pay salaries, aswell as whatever else you want to use it for.

Seeing as no-one seems to be able to spell correctly/use the correct grammatical term, I thought I'd say it here:
When you use the word resigning, you are inferring that the rider has actually quit the team. He has resigned from his job/contract.
When you use the word re-signing you are inferring that you have managed to convince a rider to renew his contract with your team, and he has re-signed for the coming season.
I hope this clears up a fairly serious flaw in peoples' spelling. More because it always makes me double check what the person means.

Will be interesting to see what people ends up with. I'm pretty happy with my renewals so far. I could probably have earned a little by being more strict with the first wages, but I knew what I would pay at max, and didn't go over that so I'm pretty satisfied.
Looking forward to seeing what will happen during the Transfer season... I have the cap to make atleast 2 good signings, and keep my team the way it is, so I'm happy
