Actually their budget isn't anywhere near the highest. If you want to complain about high budget, complain about McLaren't giant pile of dough.
Anyway, it's not the money. No F1 team has ever had a budget as huge as Toyota's and they never challenged. It's a combination of having the money and knowing how to use it
It's Adrian Newey, he designs winning cars. There's a reason why in 2006 the talk in the paddock was "how soon will RBR start winning?" when he joined them. Most people thought 2007. Me too. Guess we overrated him.

I'm not sure but they are the fourth team (1Red Bull 2McLaren 3Mercedes) for money spent. And i think they respect the limit of budget...
Neither RedBull nor Ferrari do, both left the teams association because of the RRA.
The reason are different: Red Bull for the one you've said, Ferrari cause some team (especially Red Bull) don't respect it and as there aren't good checks they aren't penalized.
EDIT: @Miggi Could be like i've said i'm not sure, anyway Mercedes spend lots of money too.

There was always the old layout that Interlagos used in the 70es/80es and was afterwards there because it was used as a runoff area but I can't remember when they build that part there plus the gate.

Its left over from when it used to be an Oval, back in 70's/80's
The barriers are part of the new circuit border, and the gate is for emergency vehicle access
