two reasons:
1. if they try to get a ProTour license before participating in the Tour, ASO will screw them over
2. they're not good enough for the ProTour just yet.

They're not ready for protour yet, they miss a good hilly rider and someone more for GCs(danielson and Vandevelde aren't (good)enough)+top sprinter
they could apply for a wild card in Eindhoven TTT though...

Russians have problems with G and H..example: reich 2 bad guys..like Hitler, Himler..are both spelled in russian language like Gimler and Gitler..
