I've got a few questions about the transfers.
Whats the cheapest you can get a rider?
Do all the good Free Agents usually get taken (eg: top 100?)
And does an auction close after 48 hours of no bids?

50,000 is the starting salary (or it was last year)
yes, all of the top 100 so FA's will be taken during the transfer season, usually with large bidding wars

So, the budget you got pm'd from your goals is also the maximun amount you have available for rider's wages? Or is the money for rider's wages still something different?

The salary cap (for riders wahes) is 3,500,000 for ProTour teams, and 2,500,000 for Continental teams.
So of the budget you got PMed, up to 2,500,000 of it can be used for rider wages, while any left over can be used as transfer fees (when buying a rider from a team, rather than bidding on a free agent), or in training - but due to the cost of training, most CT teams will probably not have enough money to make training worthwhile.

Of the budget lets say for example 7.5 mil , you really got just 4 mil to spend ?

Its exactly the same as last season, except PT teams have a slightly higher salary cap this time.
But it does depend on how much of your salary cap is used, youre not obliged to fill it completely.

I think a lot of people will overbid on free agents this season, going on last season's wars, and they'll over stretch. And I can see the new teams, again, benefitting a lot.

Yeah, the new teams got a lot a money to spend if they are going for one single great rider. So I guess the best free riders will go for huge sums.

But like Santander with Valverde and AON with Gilbert showed, going higher wage wise will most likely count them out of promotion

Yeah, but that might not stop everyone from going the same path. But anyway, the pro tour teams got a 1million plus gap to fill now, so many will be able to bid for the free agent.

Well, the PT salary cap only went up 500k, and some riders' wages will also rise.
The best placed of the PT teams is the CT ones who promoted, like you, as you should have closer to a gap of a million.

The amount of experience needed to go up the levels have changed (as you know), but the stats they gain each season from change in XP level is still the same.
