I think Horner is shorter than that rider and I'm pretty sure than Kloden was 3 years with Astana.

Still no. Even though Rast is pretty much the same type of rider that the guy in the picture is.
Some other hints: He had some nice results in the u23 races, winning Paris - Roubaix espoirs and a stage in Tour de l'Avenir.
