Because the "peloton" is about 40 riders not 190 like TdF flat stage. about 10 riders working in the peloton and 8 in the break so it's balances out.
Someone tell the riders in the break theres Sagan in their group. Judging by the workrate i dont think they realised. |

They still have better chance for win or podium from this group, if they would have been caught by Greipel, Cav and others, it is game over for majority of them, especially those like Haussler.

Yeah, still better chance to outsmart Sagan from this small group than from the whole peloton. And Sagan is indeed doingf most of work himself now, he will have the enormous hard job to cover it all and sprint for the win, this will be very hard.

I think it is not form, he just rides like that. 
But February- start of April and July are his peaks obviously.

Contrary to the desperation of some to bash Sky at any opportunity - it's not a bad tactic for them to lead the peloton. Especially if the peloton don't make the catch - they're giving Eisel the perfect excuse not to relay in that front group, which could pay off well for him in the closing stages.
No point just allowing Eisel to work as much as Sagan, because then Eisel would have very little chance of actually beating Sagan

Eisel is indeed in great position now, his biggest opponents in Haussler and Sagan doing the most of the work at the front, ideal for him.
