Stats cannot be raised above 80 this way, nor are riders with a stat of 80 or higher eligible for this

I'll use the same punishment as in the progress rounds, the rider doesn't get the upgrade if it breaks a rule.
For those who tried to upgrade an rider not eligible, I'll take a small percentage off your budget.
