Paul - 01/01/2013 still applies, so 22 looks correct.
TMM - It's colour-coded so too much work to copy. I will only use it to check. You should be able to find those 3 posts yourself though

PS: I decided to move the "55 stat upgrade" to the next update round, so I have time to work it out (together with a good method to get stats above 80). I will however give a small boost (+1) in RES for the custom riders who have been active all season. I'll start making that list now.

So end of the season "free update" is given to riders active all season. This means 3x 50% of the RP points for the riders who started the season or 2x 66% for the riders who joined after the first break. Riders who only joined in the last break can't really say they've been active all season.
These riders will get the free update, nothing needs to be done on your side:

Sagan's a no go, you can't upgrade a rider who has a stat 80 or higher. We don't need Sagan or Quintana to become any stronger then they already are

Nvm.. DH and Fighter are both 80+ as well....
