It is. Might not be well known since the club who plays there, Atlético Clube Portugal, hasn't been in the first division for a long time now. |

Well, It was a simple job of the title saying it is in portugal and i remembered immediately that there is no minimum requirement for capcity for stadiums in portugal The rest was just a combination of Wikipedia & Google Images...

Ok, I think I have a hint that wont make it too easy...
The city in the picture is, although not on russian territory (its in a diferent country), managed by the Russian Federation. In 1994, Russia and the country this city is in, signed a contract in which Russia agreed to pay a lease in order to get managerial control over the city and everything around it in a 20km radius. (Special hint: that 20km radius is somewhat important)
