Well, because of the break winning the first stages, they are in front in the GC a lot, and it will be hard to overtake some of them in the GC.
That shouldn't be changed anymore, that wouldn't be fair, but it's annoying for the guys that didn't have a guy in a break

Yes, but Ferrari specialises in mountain races, so that makes sense(except for the REC stat of course ).
UPS specialises in Tour Racing though. And a Tour racer(= stage-racer) is able to ride a good TT. Or at least that would have made sense...
