Yes, but Cav isn't a cobbled rider, but a 'pure' sprinter.
And your rider doesn't have a difference of 20 between ACC and SP

Breaking News
BBC News reports that the expected move by Flair Adams to Vacansoleil is on the verge of breaking down.
The young british rider had been widely expected to sign for the Dutch team today but it appears there are stilll some problems to be ironed out. It is understood thats whilst salary and race program had been agreed upon, the two parties appear to be vastly appart when it comes to image rights.
He remains in negotiations with RadioShack, although those discussiions are believed to progressing at a slower rate as agent Clive Anderson has been in the Netherlands personally ocerseeing things with Vacansoliel whom is thought to be the riders preferred location. It is understood that RadioShack are keen from him to ride a classsic based program, something Flair Adams is believed to be not keen on, seeing himself as a stage racer.

Mirko Sirica (Stage Racer) is at Vacansoleil and Mario Russo (Fighter) is at Europcar.

Maybe he has stopped the cyclist league. But that is the worst case scenario. Let's hope that doesn't happen.

Hehehe, but no, he said he's on holiday indeed...
He doesn't stop with this 'project' thats 100% sure.
And the application time is until 26 Okt, so it was never the plan to start the league before that. He said at the end of October...

Press Conference
BBC News: We are gathered here at a small office outside London St Pancreas Station where the agent Clive Anderson has called a press conference for his young road cyclist Flair Adams. They have been in discussions with several professional teams over the last few days and it is expected that they due to announce his destination for next season.
CA: I'd like to take this moment to welcome and thank the members of the gathered press for attending at such short notice. We shall first make a few statements, after which we will open the forum for questions from the accredited press. I shall now hand over to Flair Adams.
FA: Good afternoon everyone, thank you for coming. I have called this conference as I am able to now proudly announce that I will be a member of Team Europcar from next season. It is a privilage to be offered a place on a team like Europecar and am excited to prove myself to the team. I think the media got hold of stuff so you know we were talking too a few teams, but Jason Wiley offered me a great package and I have great faith that he will guide me too a great career. He feels that I could have great success at the grand tours in the future and is willing to give me experience of them from an early age and has a great vision for my development that I just couldn't refuse.
CA: A statement shall now be read by a Team Europcar representative on behalf of the team.
TER: The team is delighted to welcome Flair Adams into our family. As a young rider from a different country we are aware that this signing could be seen as a risk, but we are confident that we can enable him to settle quickly in a new enviroment.
The prospect of having such a talent on-side has sparked new energy into out pre-season training and work, and feel it is another statement of our intent for the coming season.
We have a clear development plan layed out for Flair, and feel together we feel it is very much a longterm plan that will see the rider becoming a intergral part of the team for many years to come.
CA: We shall now take questions from the floor.
ANP: It is quite a suprise to hear you signing for Europcar as people had been expecting a move to Vacansoleil or RadioShack. What happened to those moves and why did you choose Europcar?
FA: Well I didn't get that involved in the contract negotiations to be honest. Clive knows what I was looking for and I really just let him chose the best all round package.
ANP: So the financial package on offer was best at Europcar then?
CA: That not fair. This move was not one related to money, it was about the vision that the General Manager had for the future of the rider. The finance is sound, but if we were only interested in money I could probably have got a better deal from one of the other teams.
BBC: Is it not a massive gamble for you to move to a new country were the people speak a foreign language. Are you a french speaker or is that something you intend to learn.
FA: Sure, its a risk but then getting out of bed and crossing the road for a pint of milk is a risk. You dont get anywhere in life without taking some risks, I feel that I am ready to take on the challange. I'm already learning the language so hopefully that won't be a big problem, I know many of the guys have some english skills too.
TER: We understand that moving at an early age can be quite a big upheaval but we are confident that Flair has a mature additude to cope with this. We will also be pairing him up with an seasoned pro who shall help him intergrate both into the team and the pro cycling circuit as well.
Lequip: Can we expect to to see you at the Tour this year?
TE: At this early stage we are unable to comfirm whether he will ride the Tour or not. We can confirm that he will definately have a role at one of the Grand Tours this year, so it is possible.
BBC: Do you have any idea what your schedule is likely to include and what races you will be taking part in next season?
FA: Obviously I shall be riding on one the grand tour teams which was a big factor in my coming to the team. My final calander is still be sorted out as the team plans to test my fitness and enter me into races that will fit my personal peaks through the season. However they like me see me as a Stage Racers, so its likely you will see me on multiple day tour events rather then lots of single race classics.

They are okay, because he's 23 years old.
And he's a climber too, so his TT does really lack.
He will be one of the best climbers of the game, but he won't develop that fast, so after 2 years he won't be that good(compared to other custom riders), and after 5 years he wouldn't be among the top 5/10 climbers of all the custom riders.(Climbers+Stage racers)
Edit: His recovery will suck too, so he won't be able to win a GT easily

if you can do that my rider should have a 77 in the cobbes
