From the last articles I read (dated 1st October), it's still 18 Pro Teams (Pro Tour teams) + 4 invitations in all the three Grand Tours for next year.
Then as you said, the team winning the Italian cup gets automatically invited to the Giro.
I very much doubt Androni are automatically getting invited to the Tour de France.
I might be wrong though, it wouldn't be the first time.
The UCI changed the system. Some teams were pissed at that, but the grand tour organisers agreed (apparently)
(from the system above, to the one aquarius said)

Anyone know when the Tour of Guatemala starts? I know (of, I guess would be better, I met him once, but he used to ride for the team I ride for now, and his dad, who was the junior coordinator, I know a lot better) someone who is racing it for the US National Team (and then joining Cal Giant as a pro next year). |

So Teklehaimanot wins the African TT champs by 50 seconds over Reinardt Janse Van Rensburg after guiding Eritrea to victory in the TTT on Wednesday by 2 and a half minutes. He really needs to be riding in the PT next season.
