I looked up Salvardo and couldn't find much (others may know better) but this link makes me question Quilez:

You guys really need to stop banging on about Euskaltel. Yes, it's a pity they, as a team, haven't earned enough points throughout a season to keep in the World Tour with the riders they had, and with riders from the Basque region. But is it really their fault? No. They're just playing the unfortunate game that the UCI has landed upon the cycling world.
Given the two options, which would you do as a manager:
1) Continue to sign Basque riders. Demote to Pro Conti. Have your sponsors pull out. Team folds. 50 people out of a job.
2) Sign a few riders who you know can't hack it on the World Tour level, on a one year deal. Therefore giving your Basque riders a chance to earn enough points to keep you up next season.
It's not a hard decision really is it? Reward a few Europeans with a chance to ride some big races, and at the same time save an entire business.
A pity, yes, but stop going on about it. If you want to make a difference, write the UCI a letter addressing your concern regarding the current point system.

I'm pretty confident that wouldn't happen if the team relegates to PCT. Still you're completely right that the problem is the system, and this is a consequence of it.

So what if Euskaltel relegates to Pro-Conti? Yes, they are a nice team, but what have they accomplished the last 2 seasons? Antón and Sánchez are capable of riding a top 10 in a GT, and can win a stage, and they attack a lot in the mountains (but win rarely).
So without good results, you don't belong in the World Tour. And they apparantly haven't got the money to sign riders who have scored a lot of points, so they go for a different group. And they'll receive wildcards for all Spanish races, and possibly also for the Tour or Giro. And the riders will be delighted that they don't have to ride the cobbled races.

How far does few stretch? I can tolerate 1 or 2 for points but if they need more then they're hopeless.

Away from Euskaltel now, Spidertech rider François Parisien (Slipstream back in the beginning) joins Argos Shimano for the year, while the Spidertech team are away from the sport for next season.
