Well I wouldn't exactly call it humour but I couldn't resist myself. Double dutch means nonsense and since Kroon is Dutch and I think the punishment is nonsense it was clearly relevant to write.

The organisers have to set maximum and minimum limits for the time window of the race for the authorities to know, limits that are hours apart, and still many times the races fall way out of that window, either by default or excess.
It's impossible to determine with even the slightest approximation.
