Thing is, I could do that, but as I said earlier, stats below are not accurate enough to show yet. It could still change a lot since I'm looking to balance the teams a bit more.

Only thing that strikes me odd is that there is no Tour for only flat guys with cobbles, there are mountains or hills everywhere. Maybe hills in PCM Daily Champs will not be so hard?

Avin, while that is true, what I've tried to do is replacing mountainous stage-races by mountainous stage-races, hilly by hilly, etc.
So basically there should be the same amount of chances for cobblers as there are in the normal game. Or actually even more, I mean, have you seen the amount of cobbled stages in the tours?
And as top-descender, you'll also have a good chance in the downhill classic
I will consider creating an additional cobbled classic, but I can't promise anything
