Should be lifetime in clear cut cases. Lifetime for Boonen for doing coke is obviously a bit harsh, but in cases where there's no doubt the athlete has doped with the intention of improving performance, there should be no mercy. It's the only way imo. With only 2 years, the penalty is almost worth the risk.

Same goes for any manager, director, doctor or whatever involved in doping riders.
