I think the size is the original one, so you jave to download the image and save it .dds with GIMP or Photoshop.

If you use the Daily 2010 V2 you can easily add them to your game. (Note that you overwrite the current FDJ and HTC helmets by doing this)
Place the .DDS files helmet_columbia_(d,n,s).dds and helmet_fdj_(d,n,s).dds in:
...\Program Files\Cyanide\Pro Cycling Manager - Season 2010\CM_Textures\Equipment\Helmets
Place the .NIF files helmet_columbia.nif and helmet_fdj.nif in:
...\Program Files\Cyanide\Pro Cycling Manager - Season 2010\CM_Meshes\Equipment\Helmets
