Rubbish, the bid will have to come close to 40 million to be considered.
1) Signed new contract just in June
2) Can't really 'rebel' against the team if refused to be sold, World Cup is coming and he has to perform to be ahead of Lukaku in Brazil
3) If he does well in World Cup, Villa could sell him for silly money to bigger teams than Spurs offering more

You know, 28 millions is just a start, it can go higher, but Levy from Tottenham is not stupid, he will pay just what he is worth. Benteke is great, but he is no Ronaldo. I can se him going for around 30-35mill. pounds
And Tottneham probably has that money.
