Not sure. I suppose it depends on the products and how much he collaborates with the authorities. It also depends of the rules at the time of the suspension.

He was supposed to be banned for 6 years at first, but it became 2.5 instead.
I was wrong though, it wasn't '2 positives + cocaine', it's '2 positives, one of them for cocaine'.

The other positive was Benzoylecgonine, which is also caused by cocaine use. So 2 times positive for cocaine.
They once investigated the Po river for Benzoylecgonine to determine the amount of cocaine users in the region.

Yeah, they usually get a wildcard for the Vuelta as well, so they got Navarro for the Tour and Sanchez for the Vuelta.

Cunego would do shit all and quite honestly I doubt Niemiec will get a repeat performance. I also doubt that Horner will be leading at both GTs given that Cooke specified that he will be leader at the Vuelta but didn't mention the Giro. More likely the Giro would be some intensive conditioning to get him more in shape after the off-season.
In reality if Horner wants to get even close to repeat wins he would need to just do light training for most of the year while saving himself for the end of the season so that he can take on tired riders while relatively fresh.

I see Horner doing absolutely nothing this year and at some stage a mystery "injury" will end his season or will be used to explain why he bombed, if he has a good season then well it will be akin to a freak show

Fortunato Baliani (39)
Enrico Rossi (31), convicted in 2010
Mattia Gavazzi (30), convicted in 2010
I don't think I have seen it mentioned here that they signed Jonathan Bellis (25) and Jake Tanner (22) a couple of days ago.
So much for changing strategy to focusing on Danish talents
