I'd say start off with the simple selection of squads level of management. Anything more can be built in at a later date once the core mechanics are fully functional.

Short update on the kickstarter program for the project
Internally in the development team we have planned the following:
- Kickstarter campaign will launch sometime in 2015 when we have a solid prototype ready.
- The goal for the campaign will be to cover licensing costs related to developing the game, eg: buying licenses for Autodesk Maya, Visual Studio etc. Secondly to cover release costs.
- The fund goal is estimated to be somewhere between 5.000€ and 10.000€.
What benifits will backers be granted?
1) Beta key for closed beta
2) Every donation equals a 200% discount for the game when it ships. Donate 10€ and you will get the game for 50€ - (2*10€) = 30€ when it launches. Donate 25€ and you have bought the game in advance, like preordering it.
With this plan we aim to reward backers for their support in this difficult and risky kickstart of our development studio

Secondly, for the doping, you could include occasional news of riders who were charged of doping, and suspended. A bit of random and it's done !

Totally agree!!! I´m playing PCM/CYM since Cym 2, and in my opinion, the 3D part need a big improve.
I think that 3d with 1:1 or 1:2 scale with x1,x2,x8,x32.... speed (like old pc ciclismo and cycling evolution) for play the part of stage that anyone prefer would be perfect (more realism, no blocks in stages...) So, the people can play the final sprint, all stage, intermediate sprints, etc..
The project sounds incredible and looks very interesting.
My suggestions:
Project like pccars or assetto corsa, early beta with constant updates for "supporters".
Stages, db, shirts easily editables for an important mod community.

1:1 or 1:2 scale sounds horrible for me. Even if you can skip it, I prefer to play on normal speed, but 1:1 or 1:2 scale would be awful then.
1:5 at least.

The scale is always a heated topic having 1:1 would require too many sacrifices and creating just one pretty stage would take forever.
It will be 1:5, 1:8 or 1:10. Yet to be decided.

One thing I do like about PCM is the scale of the race and the time it takes, just right for me...
Also for National coaches, maybe they could suggest what type of training and how to progress to the rider of any team from their country

Are you planning on including an under 23 worlds? And if so would being a national team am manger benefit your scouting of said nation in anyway? E.g. Seeing potential of the under 23's or getting quicker reports on riders from said country.

Agree ^ Also a carreer mode with scenarios and challenges ,kind of like a systamatic system to guide you through the game, would make it a lot more user friendly and much less complicated. Even add it as a arcade option , so the hardcore gamers arn't effected.

Actually this suits our current direction quite well. I figured a lot of players would prefer a more simplistic career mode so when the game ships i think the game menu will be something like this:
- Career
- Career Light
- Stage-Race
- Classics
- Tutorials
- Options
- Credits
When regards to the U23 world championship, i definitely look into doing it and having some benefits for the player great idea
