Got one of the two. Look up where the Jefferson Memorial sits.
Also, there is no DC War Memorial, there is the WWII Memorial, the Vietnam War Memorial, and the Korean War Memorial (along with smaller, more specific ones).

Exactly. The "cherries on top" is a reference to the Cherry Blossom's that blossom around the Basin every spring.
I will also note that if the Giro starts in DC in 2012, the prologue will almost certainly wrap around the tidal basin, like in the 1992 Tour DuPont:
