I think that all dopers should face a lifetime ban unless they give up absolutely everything about their methods / suppliers / etc. etc. and if they did that then they would have a much lighter suspension. (Long enough that it wasn't worthwhile to just keep doping then getting banned for a few months then coming back but short enough that it was beneficial to give them the information to get back to making a living, especially for mid-level riders who don't have any other job option)
I think there would be a lot lower rate of doping because:
A.) All doctors and staff who were associated with it would be persecuted (provided it was against the law in whatever country they operated in) and likely fired if not.
B.) Very few riders would ever want to be part of a larger 'Doping Ring' because if anyone from that ring got caught, everyone would likely get caught so most doping operations would be on a smaller scale to being with.
C.) Providing all the things they took and how they passed some tests (As seems to usually be the case, riders passing multiple tests before having a positive) would help WADA and the likes to strengthen anti-doping regulations / procedures.

This is my solution to solve the doping problem in cycling. Go back to the medieval court system. No joke, I'm being serious. First of all, with everyone considered guilty until proven innocent, all the suspicious riders (i.e., pretty much everybody) would be charged. Secondly, with punishments such as being drawn and quartered and being tarred and feathered, I don't think anybody would risk it

So, someone mentioned yesterday that several teams were still yet to get their Pro Tour license: Astana, Caisse d'Epargne, Euskaltel, Team Saxo Bank and Team Sky. They have until the 20th of November to turn in the needed documentation to UCI.
The interesting thing is whether the riders are now allowed to cancel their contracts and negotiate with other teams - or if they still have to wait until the final decision on the 20th of November. The rules say (about when the riders are allowed to cancel their contracts): "If, on 20 October of the year preceding a year of registration covered by the present contract, the UCI ProTeam has not submitted a registration file containing the essential documents listed in art. 2.15.069bis."
I suppose that the teams did submit some sort of application, but obviously it wasn't good enough to get the license in the first attempt.
Edit: Danish media is reporting that the riders are indeed allowed to negotiate with other teams. If that really is true, 2 x Schleck, Cancellara, Contador, S. Sanchez, L. L. Sanchez and several other riders are available on the market (if they want to leave).

Only those whose contracts do not predate that ruling can leave. So Contador can't. Not sure about the others.

Heh, Saxo Bank reacted to this - according to a team statement, they've received confirmation from UCI that they've gained Pro Tour status for 2010.

I've always thought Andy was quite the douchebag, and he just keeps on showing it.
Now he's complaining that Sastre didn't give the Schlecks enough credit for their help at winning the Tour.
This would be the Sastre who could've attacked and taken the jersey and likely won the Tour on the Col de la Bonnette where he was feeling great and everyone else was clearly quite dead.
That same Sastre that, before attacking at that moment, asked Frank for permission. Frank said no. Carlos sat in and didn't attack. Lost a major opportunity to win the Tour right there.
Clearly this Carlos person has no respect for others

I've just read that interview on elpais.com and yes, a douchebag. Specially something really agressive about Sastre, saying "¡Tiene un problema en la cabeza!", something like "He has a problem in his mind" or something like that. Quite a pity, by the way, because he used to be pretty humble.

Since this is "bad news for Saxo Bank fans" day, Rasmus Guldhammer apparently says he didn't sign for Saxo Bank because he was given very bad references about Riis and the team.

I don't think that he isn't humble, but not definitely polite. You can't say that of a former team mate. Anyway, I don't remeber what said Sastre to annoy that much the Schlecks.
