Uhm, the game rating turned out to be pretty useless. (Norway was above Denmark 1 - bullshit! )
Some teams with less than 15 riders had 7 stars (2nd best).
Gotta find some other way now to divide into ProTour and Continental.

I would say at least 1 team from: Italy, Spain, France, Belgium, Germany, Netherlands, USA, Australia, Denmark, Russia, Switzerland
That makes 11 then i'd add Great Britain and Luxembourg due to Cav/Wiggins and Schlecks/Kirchen although Great Britain is arguable if Wiggins stats are pre-tour.
Then fill the rest of the ProTour spots with more teams from countries in the first list - 2 more each from Italy and Spain maybe, 1 more for a few others?

As Luxembourg only has 12 riders, I do not think they should be a ProTour team. |

No, the transfers won't mix all the nationalities, he can set 25 as value of nationalism and it will be good. |

There's a slight possibility that the mixed teams will start signing from other countries, but teams like italy and spain shouldn't be signing other nationalities.

From my point of view, the game ranking of teams isn't just the average, it looks like the strength of the captains has a big part in that.
Anyway, looked into the teams, and this is my current proposal of a ProTour of 18 teams:
Italy 1
Italy 2
Spain 1
Spain 2
France 1
France 2
Belgium 1
Germany 1
USA 1
Denmark 1
Switzerland 1
Australia 1
Russia 1
Netherlands 1
Great Britain
Rest of Europe 1
Colombia
Slovenia

Surely Belgium 2 would be a stronger team than France 2?
Then again, either one would probably be a good candidate to be demoted to the Continental tour so it probably wont even matter |

You missed that there is also a Slovenia team but yeh, they look good enough Yeah, i was looking at the list of the countries that make up each team and Slovenia was on the list. Forgot that there was an actual Slovenia team that means that the good ones wouldn't be on the Europe team |
