Most likely you have a database installed where the team ID's have been changed from the original database. What database are you using? (read: what DB-pack have you installed)

The gene_ilist_roster column in DYN_team_race would show you the IDs (in brackets) of the riders for a particular team (determined by the fkIDteam column) in a particular race (determined by the fkIDrace column).
At the very start of a new career all those brackets (in the gene_ilist_roster column) would be empty except for those of the pro tour teams in the three major tours. I edited all those numbers (rider IDs) - and in some cases the teams as well - to try and get more realistic tours. Sure enough when I got to the major tours in the career, the game went with the teams and riders I had picked out for those races. I didn't mess with wild card teams, but let the game decide both them and their riders.
At the start of my second year I tried editing all the riders/rosters for all the pro tour races - again leaving the wild card teams to be decided by the game. I got tired of playing about 1/3 into the season, but the game again went with my pre-determined startlists in the few races I did finish.
I should note that either I never noticed what happened if a rider got injured (if he was replaced or if the team just went with one less rider), or I have forgotten. It's been a while since I last played.
For some reason I had problems loading a mid-season game into the Advanced Editor, so I had to do all the editing at the start of the season. But it ought to be possible to wait until the final selection of teams for a race is done, and then go into DYN_team_race and edit first the teams and then the rosters for that race, if you want the exact real life startlists.
Of course, it's all rather pointless if the supposed top riders in that race aren't on form (but that can be edited too, of course).
As I mentioned in the beginning, I don't know if this works on the 2009 version.
I'm fully aware of all that. It's important to remember that you can edit pretty much everything in a save game - but you can't edit everything in a DB (pre-game DB).
