I didn't use a tool, I manually created them using paint.net and this template.

I increased the size of the original jersey to 1400x964, but making the template jersey smaller instead could also work.

Crop the black border and the empty space (the background) from the template and paste it on the original jersey and put in in the correct place to get the desired look of the jersey between the black border. Then copy from the new image the area that would make into the final mini shirt.

It's quite the interesting journey to see the evolution of microjerseys through the years and how it has become such an integral part of MG reports. Thanks for your work!
