OK i downloaded bought packages there and if i start and look at changes.. NONE!!!... 
So really strange i downloaded it in this map > C:\Program Files\Cyanide\Pro Cycling Manager 2007\Database |

Ah, I see. I thought you were just going to place the database in here. You need to extract the package to C:\Program Files\Cyanide\Pro Cycling Manager 2007 because it isn't just a database file, it is other things as well...

Uh another question if i race online with other guys wich database i must use then because if i drive with the good database for PCM 08 Daily
then my race Etampes/ParisChampsElysees end before the other guys ( marcousis- Paris ChampsElysees)
And if they choose giro ettappe or a other changed ettape i drive a whole different ettape as they gusy because i have 08 database and they not.

Only the host chooses what db to use. It doesn't matter if no-one else he is playing with, has that particular db, as long as the host has the db everyone can play with it

I have both but I lost my PCM07 disc
That's why I got PCM08 on the download version, so I couldn't lose the disc

OK addy everything is working great but have a question if i found a new PCM Database of new transfers or something must i place it in same folder then?.. i mean can i also download database wich are make for 08 game?
