OK, scrap my first post, here's the answer:

Simple error game want load file cont_21_mallorca_5.xml but file name is cont_21_mallorca5.xml

yes.
copy the filename rename 2006_cont22_tachira_09.xml from your CM_stages map into a new map, rename it there into vcolombia_st14.xml and next copy that one back into the CM_stages map by overwriting the old vcolombia_st14.xml
