This is a fact, because the tables gene_i_level and gene_i_level_points are no longer in the database structure. Thus, it has nothing to do with visible or unvisible.
Instead, there is a new system, where at the start of the career, the riders get a type of progression. You have typ1: linear progression, where a rider progresses from year to year.
You have type2: the late peak, where a rider doesn't progress for years and then gets a sudden burst in his later years
And type3: the early peak, where a rider gets a peak early in his career, and then never progresses.
The problem is, every time you start a career, the type of peak a rider gets is different, you can't preset it. This is a big mistake by cyanide. Because now you can get riders like Nico Eeckhout, already way past his peak, who progress with the late peak until their potential is forfilled.
And you can get riders like Boom, who, like in your example, won't progress for years, even though it's clear Boom should be in the 'early peak' or 'linear progression' category...
If you ask me, it's a nice plan of cyanide, but badly implemented, as always when they have a new feature. They mean well, but the results are ridicolous. That's why I switched back to PCM 2006 for now

It is in the DYN_cyclist table: fkIDcyclist_lists_progression of course this is linked to the table STA_cyclist_lists_progression
