This also happens when it is July and you have offered (for instance) 11 riders a new contract and then want to offer a contract to rider 12. If your wage budget + all new contracts you have offered (but aren`t yet signed) exceeds your maximum wage budget, then they will also limit you to very low salaries like 3500 a month, especially if the sponsor doesn`t feel the rider to be necessary.
It would be nice if a new PCM would expand a bit on this aspect, so you have an extra tab where you can see your wage budget, future wage budget and offered contracts - all info on a single screen, so you can actually plan ahead. Now you have to look at your contract offer-screen and you can`t switch between that and your transfer-screen to see which contracts you might be able to cancel to approve this particular one.
Funny thing is ... if one of these riders you`ve already offered a contract want to renegotiate for a better contract, you can`t raise the contract value. The old value is still there though, so you can resubmit that same salary despite going over budget. Now that seems a little bug And if the rider was bluffing, he signs for that same salary anyway.
I had the same thing with my first PCM experience, btw - I went bankrupt somewhere during the second season. I learned from it, never went bankrupt ever again. Now I have a healthy balance of 6M and I`m hardly even losing money which I cannot compensate by way of prize money or sponsor deals.
Of course it helps that I`m a scrooge Riders generally don`t get rich when they ride for me.
