Well in theory yes. Ive always thought of it as "if the road is 500 meters long and has a grade of 2%, the road raises 2% over a 500 meter stretch." At least, thats how i presume Cyanide has done it.
a-ha, you PRESUME. so, there'sm still no way of knowing, huh? well, except using a timer for a few seconds while experimenting with the effort bar on the flat and then on a hill in-game.
