How do I have to put a shirt in game?

As the minishirt tool already makes it a tga, there's no need to change it. Just copying it to the right place is enough.

It should appear as an alternative to that Mopei shirt. If you bring your mouse there, a small plus should appear, like on the screen.

All the other mini-shirts are DDS-files. I saved one as a DDS file and one as a TGA file, like you told me. Is this a problem?
