I am trying to design a way to put the riders in the team with "realism". For example, I take the 20 best riders in the world. If Etixx has 3 (just an example), then a team, which could be "the new Etixx" will get 3 of those 20 riders...

Same for example Rabobank has the 3 best dutch cyclists

Let's make it a bit easier. For example, the 15 best riders (in AVG stat) are (just an example): Cancellara, Martin, Vanmarcke, Contador, Froome, Quintana, Valverde, Gilbert, Cavendish, Kittel, Greipel, Sagan, Nibali, RodrÃguez, Terpstra.
Those 15 riders would enter a draw in which they will get a team.
In that case, there are three Etixx riders (Martin, Terpstra, Cavendish). That means that, the new Etixx (the equivalent team in the DB) will get 3 of those 15 riders in the draw.

that's what i said, only in an example of a Dutch team, which most of time has 3 of the 5 best dutch cyclists

well most of times it's with the continental teams and sometimes pro continental, that they have their own nationality so much, but for the world tour the dutch teams always wants so much dutch cyclists look into former Rabobank and now Lotto.NL-Jumbo.
