Well, in Russia, PCM costs in Steam 790 RUR, that is ~12 EUR today's currency. So, I don't think that there is other price in Internet for Pro Cycling Manager 2015 in 12 EUR...

Well, I'm not sure if that was obvious, because I think it is an important factor to consider that you can still play without internet connection
(Obviously you'll need internet connection when installing, though)
