Sponsoring is pointless, really. Or at least that's my experience.
No need to do it, just sign him if you want, I don't think sponsoring gives you a better chance

I am well aware that sponsoring used to be useless, but I had a couple of instances in PCM14 where inquiring immediately after it is possible gave me a rejection because the rider was in negotiations with another team already.
I would assume that's connected to that rider being sponsored by a team, or is it just a random thing the game does to add to the realism that was recently implemeted with more vague form and semi-random freshness?

Never had a problem signing an U23 rider unless they were already under contract with another team. Sponsoring as per usual seems to do nothing along with the whole scouting part of the career. Just sign up the guys high up the Rankings table and you'll either have someone with great potential or decent stats or both 18 out of 20 times.

Exactly what I mean. As soon as negotiations are possible, the rider is already under contract or at least unwilling to negotiate with me.
My question was if that can be avoided.

Palmares is cool, especially for long careers where the Archive page f*cks up. Does it still work with retired riders?
Results sounds cool, don't entirely see why you'd want to see every result from every race but i'm sure someone cares about that.
Scout ones - Guess it's useful if you don't have a bigger editor but seems to rely heavily on the PCM scouting system which is pretty much worthless.

Actually the most important one for me.
Not having tested yet but in case it works as I think, it`s helpful for MG reports in case the exported results don`t work properly. |

sponsoring means that you have the chance to sign a youth rider 1 month before other teams can do,
if other teams sponsor the rider you want you will have to wait 1 month, which mostly he already signed in to get into the sponsored team.
so sponsoring is needed |

I haven't downloaded yet the tools, but i'm not sure the results will work, because they are erased two monthes after in career mode
