I think it applies to all riders. You can try it by replacing the files which came with the FDB14 with the daily-version from here.
You have to start a new career after that.

This pack only contains XML files. To add U23 races you need the stage files and you also need to alter the DB. |

How does this work with the CYMSpain database  ?
And does it change anything that the current riders with this database have gotten a small boost in FL stats? |

It works fine with any DB, but the DBs that give riders high flat stats will be a little tricky, it won't affect the current riders, but the young riders coming in will have lower flat comparatively.

What database would you suggest one should play with, to get the full effects of your young rider XMls? ? |

Well it was designed around PCM.Daily's 2013 expansion. So until we get one for 14 it won't be perfect. It should still be an improvement over the default xmls for basically any database though.

Let's say that I only want to change the "new" young riders form France, Is this possible? And how/or should I say where?

The XML files, no, however my guess to what you want to do, that can be done in the "STA_region" part of the .cdb

Well, what I was thinking is, I want to make either the riders you scout or the young riders you can pick, if making a custom team(in Career mode), a little bit better, but only for one country. in this case the Danish riders.
But I don't wanna change any of the real riders.
BTW, I can't work with the .cdb file, because of issues with my Windows 8.1(or rather windows update) |

Like Kentaurus wrote, you have to edit STA_region to increase the amount of strong riders coming from a certain country.
There are plenty of editors, are you sure that none of them works? Full Editor from Cyanide should be in download section of PCM 12 or 13. Fast editor should be in download section of PCM 11 or 12. My excel editor is in download section of PCM 12. And my latest editor can be found in my signature. |

Thank you both. I understand what I need to change, but I ain't able to do so(I've been used to using the editor for years).
The reason for that is, when I try to open either the "PCM_Database_Editor" or "Lachis Editor v19 for PCM 2014", I get the same Error code: 0x80073712.
As far as I understand, it's beacause of an issue, with my windows update, where I ain't able to download the "KB2919355"-file. And therefore I cannot use any editing tool.
So I would instead ask if one of you, would be so gracious to make a DB, for me and everyone who wants to play it.
I only have 3 request's:
1: Real name DB.
2: No change in stats of real(current) riders.
3: A small change to the "STA_region"-file, where the different Danish regions, make only a little better riders in general. So both, the riders you scout ingame from Denmark, and also the young Danish riders, that you a able to pick, when making a custom team in career mode. Will be a little better in general.
I would be really grateful. Especially since my girlfriend is away the hole weekend

If you can choose yourself, it would be great if it couls be the Mounten, Hills and Cobblestone...Since I allways can find a sprinter elsewhere

If I understood that table correctly, I can change these settings:
- I can raise the chance of getter better riders for each region.
- Also I can change the distribution of rider types for each region.
Better riders:
I am not sure how exactly this works because all regions of all countries have the same values but I just increased the chances of getting better riders for all 6 regions.
Distribution:
Syddanmark should have more cobble racers. Hovedstaden should have more hilly riders and Sjaelland should have more mountain riders. I did not change the other 3 regions
BTW: The scouted riders and the young riders of a custom team are the same.
