As I'm on vacation atm, could someone be so nice and confirm (or hopefully rather not) my fear that Herklotz won't be able to reach lvl3 in PCT?

It is possible, if whoever has got him plans their calendar well enough

The Macro shortcut had got reset, I have updated the file now, so it will work.

Rider XY (lvl 4.xx) is riding TdF. Unfortunately in stage 15 he is forced to leave the race because of time limit. Will he gain 30 (15 stages) or full amount of 42 experience pts?

42 experience points.
EXP points are given on the startlist.
It'd be way too complicated if it was the other way you describe, and just an unnecessary hassle

Quick question: A rider is on level one and collects the EXP necessary for level two halfway though the season. Will the the EXP he collects from that point on still be calculated for a level one rider? Or does the scale change to a level two rider (in which case he would get less EXP from a C2 race, for instance)?

I believe it is added in the 'best' possible way, not based on what time of the year races are held. For instance, lv. 1 riders will have xp received from C2 races added before anything else, since they'll give the biggest increase per race day

But the scale does change? So once a rider has gained 100XP through C2 races, he doesn't get 3XP per race day anymore?

It isnt done by race date - I just take a total of race days for each rider e.g. 30 C2, 20 C1 and 10 HC. Then I've got a program set up to to find the way of awarding XP per race day in order to reach the highest new XP level.
As soon as a rider gets to Level 2, they change to a level 2 scale.
E.g. if a 1.0 rider has 50 C2 race days. The first 34 give 3xp each. Now he is on 2.02. The remaining 16 race days give 2xp each, so he ends on 2.34.
If a 1.0 rider has 50 C2 race days and rides Avenir, then it works as follows.
20 xp from Avenir -> 1.20.
27 C2 race days at 3xp each -> 2.01
23 C2 race days at 2xp each -> 2.47
