Personally, I would cancel the monthly transfer opportunity though. Make it once or twice in the year.
I'd like to keep people involved a little as the season progresses, so at least some interest is retained. Also it's a reward for staying active.
I think people stay involved if they want to; whether or not they can transfer one rider per month doesn't matter. Having monthly transfers meanwhile would just cause too many equal teams over time I think (oh that guy is doing good and is cheap...) and it appears to me that riders become too replaceable at any time. For example, why not start with Froome, switch over to Quintana for the Giro, and then pick Froome afterwards? That would take the fun out of this game very fast, I'm certain of it.
Why not make a transfer window in a certain week, like ahead of national championships or after Tour de Romandie, where 6 riders can be swapped and another one a bit later with 3 riders, say at the start of Vuelta or preferable even afterwards? I think there is enough to stay involved already based around discussion of how our riders are doing.
Honestly, if it'd be even better if people just have to choose a team and stick to it through out the season, like any real team has to do.

I think the rules are the fine the way they are.

Just because a rider is doing good this month is no guarantee that he will do good next month.
Even with the transfer, the first draft of the team is the one that matters most since you can't transfer more than one rider per month.

This is a fantasy game. We are not managing a real team... It's impossible to determine how well a rider will do the entire year, so having the possibility to make a minor change over the year is good.
Plus, like FroomeDog99 said it rewards those who are active.
One thing I'd change though, is regarding the riders caught doping. I wouldn't take off all his points. Just those from the race where he was caught and from those that followed (if he is not suspended right away or the positive is announced later in the season).

I'd rather keep the doping policy as well to be honest. It's too complicated to stop at a single race when keeping score, and I'd rather not award dopers points anyway So things will remain the same.
Keep the forms coming! We're at seven participants at the moment.
Edit: I've added a new rule, which means once you've transferred a rider out he can't come back in again, and once you've transferred someone in he can't leave. That should prevent things like Shonak's Froome - Quintana scenario happening.

Your team's nationality has to stay the same, and the requirements stay the same throughout the season. |

If you end up with a doper, can you then get a free transfer to replace him... Cause who the fuck knows which riders will be caught and which wont? Obviously big stars like Froome won't be, but anyone in PCT is way too risky to take on with this set of rules.
Anyone Italian is a big risk, as is most French riders. Spaniards though, go nuts on them! They never get caught!

Part of the game, makes things more interesting in my opinion. If you want to pick suspicious riders that's your problem |

What's your rule for stage races that start and end in different months, in terms of transfers/captain/etc?
For example, the Giro. 20 Stages are in May, but the final stage is June - so the GC points won't be awarded until June.

I'll just take the rankings on the 1st of the month at some point and do the Team Captains then, which I'll ask for a few days before. Otherwise things just get too complicated. |

Maybe at least for Grand Tours the rosters are locked and no transfers can be made while it is in place and transfers can be updated after the Grand Tour, e.g. the original update on the 1st September will occur 2 weeks later, when the Vuelta is finished?
(EDIT: For example, I transfer a rider on 1st september, it's too late for me that he scores points in the Vuelta. All points gained by the rider in the Vuelta don't count for me at the end of September, while the points gained from 15th September onwards are included.)
I like the rule about Doping.

Well it is better to be clear now, to avoid arguments later, imo
So Giro GC - will that count as May points or June points?

I hear what you're saying, but I'd rather just keep it monthly to be honest. It isn't like these are real teams riding to a fixed calendar, it's just a fantasy game. In the end it isn't orientated around the GT's, but the whole season. It's easier like that. |

June points, I'll just take the rankings on the 1st, whatever the situation is then. It doesn't really matter though, you'll just find out a month later. |

So you're taking the points from the 1st of April for the March update say?

I guess that makes picking your June captain that bit harder (as if the Dauphine-Suisse split wasn't hard enough) is all.

Oh right, I guess I'll probably wait for the Giro overall for the May captains. That makes sense I think.
