In my opinion Indurain is too strong in this DB. 1996 was a year of his decline, and he didn't manage to finish Tour even in top-10. Yes, he won Olympic Gold in TT later that season, but his climbing stats are overpriced I think.

Maybe you're right. It's difficult to say what was the reason. But also later that year he withdrew from Vuelta and retired, even though he was only 32. Probably he understood that his best times are in the past and he will not be able to win something important any more.
