This is not 100%
The leaked map is about 99% and you can see it on the entire internet, spreading like cholera. The calculation to SA is not 100% and done by 1 guy.

Btw, if we look closely at Los Santos SA map you'll see that GTA V map is like an enhanced version of it. Still, I hope in the future they explore San Fierro & Las Venturas also on that scale.

I heard someone say that there's a possibility that they add it in GTA Online later, but I wouldn't count on it.
Probably not. They spend more than half the time, maybe even 80% of the development on the map. It will be perfect, every street will be so unique and Los Angeles will be reflected in the city unbelievably nice, I believe!
